It seems politicians seem to confuse levelling up with penalising those who create most wealth for the country. But why would these high earner strive to increase their business under such conditions. Likewise the Barnett formula hasn't worked in that it gives Scotland more spending per head yet Scotland still isn't better off. We need the same spending across the country per head of population . Certainly lower tax zones should help. But you can't make people rich by giving them money. They have to do it for themselves.
