I don't see why they can't have a combined judging panel. They want a non-biased solution to any issues that comes up a practical solutions.

If some indiduals come over the boarder and buy for thier own consumption ... who cares? It could have been brought in on a ferry from Pembroke, etc. If it appears in shops in the Republic - ... jump on the shopkeeper unless he can provide trying information that traces back to legal importation.
