    I don't see why they can't have a combined judging panel. They want a non-biased solution to any issues that comes up a practical solutions.

    With cold meats etc. Allow retail packed into NI in quantities that realistically can be used by the NI people. If some indiduals come over the boarder and buy for thier own consumption ... who cares? It could have been brought in on a ferry from Pembroke, etc. If it appears in shops in the Republic - ... jump on the shopkeeper unless he can provide trying information that traces back to legal importation.
